Horizons Regional Council is the regional council for the Manawatu-Wanganui Region, which includes Horowhenua, Palmerston North, Tararua, Manawatu, Rangitikei, Wanganui and Ruapehu districts and a small part each of Stratford, Waitomo and Taupo districts. As a regional council, Horizons helps communities, industries and other groups to preserve the region's water, soil, air and coastlines for all to enjoy, and to ensure that any development is sustainable now and in to the future. Specific responsibilities for the benefit of the whole region include environment management, flood protection, land management and public transport planning and funding.
